Invalid desktop after CreateProcess from print monitor

I have a print monitor that launches an application using
CreateProcess. On some machines, once the app is launched and you go
to the standard file select dialog and hit the Desktop button is goes
to a different desktop then the loggged in user's desktop. I have
tries using winsta0\default in the startupinfo but to no avail.
Anyone have any ideas? I see it on XP and 2000.

Not much to go on is there. No code, no idea of who is logged in, no idea of the environment at all. Also to the wrong group as this isn't a programming group.
