When brousing in IE and click on a link in a website I often get "this page
cannot be displayed" or error 404. I have tried various settings of my
firewall but no improvement. Windows XP with Norton internet security 2005.

Are you trying a working webiste? I have encountered websites where there
are no longer any pages.
 
And while you're at it, get an infection.

Norton will automatically "protect" you by shutting many or
all your browser's features off. You need a firewall.
Properly configure Norton and check the IE security and
privacy settings/zones so you can get the URLs you want.
