Internet works but Internet Explorer Doesn't. Please Help!

My internet works fine. I can use programs that use the internet (AIM for
example) with no issues at all. I can download things with no issues at all.
But I have both Internet Explorer and Netscape on my computer, and both of
them have issues with connecting to websites well. I have high speed
internet. I have Windows 2000. I have tried reinstalling the latest updates
to both programs. I have scanned my computer for all known viruses and
spyware. Nothing seems to work. Just my web browsers that seem to take
forever while the rest of the internet works fine. Please give some details
advice. Thank you
