Internet Script error loading User Accounts dialogue in safe mode

Hi,
while logged into the administrator account in safe mode, if I try to open
the user accounts item in control panel, it generates an internet explorer
script error, with no distinguishing info in the error dialog box. How do I
fix this?

Make sure the machine Virus Free and try to create a new Profile, you may
have a profile corruption.

I can create a new profile while in normal mode, but I can't access the user
accounts area as administrator in safe mode. how do I fix this?
