internet options

when i try to access internet options from the tools menu
i get this error message "This operation has been
cancelled due to restrictions in effect on this computer.
Please contact your system administrator." I went to
add/remove programs and repaired ie 6.0 but it didn't
work. I then reinstalled it and same thing. I can access
internet options by going to the help menu and going to
contents and Index, then going to options menu to internet
options. Once i get there the only thing i can't access
is changing the homepage. Any suggestions?

Use Regedit.exe and search for NoBrowserOptions and remove it.
It is most likely to be here (but not necessarily)
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions
If you are unfamiliar with Regedit, then ensure you know how to
restore your Registry in case of error and it is a good to export any
key before deleting.

Check the startup (Start-Run-MSCONFIG-Startup tab) for any unknown
items if it is reset on reboot.

You might try this snippet from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel" '

I am using win 98se and i just installed spybot. I tried
the different suggestions from Bobby C (jan 18 2004
2:08pm. I went into regedit found the key exported and
then deleted it. Checked msconfig, no changes. I had
recently installed spybot and ran the immunize. I went
back and unchecked the "Lock IE control panel against
opening from within IE (current user)".And I am still
unable to access internet options. Any more suggestions
please email me.
