In Internet Exporer, when I click Tools>Internet Options,
There is a restriction message pop-up which does not
allow me going into the Internet Options

"This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administor."

However, I can go to Control Panel>Internet Options, but
I cannot change the Home Page setting.

What should I do, please help.

I'm having the same problem. I'm not sure, but I think it
was since I installed SpyBot. Anything you get, please
let me know, and I will forward to you as well.

Did you by chance run SpyBot's Immunize feature?
