Internet OPtions Restricted since Pack2

Since installing Service Pack 2, I can not access the
internet option under the tools menue. The error message
says due to restrictions. I want to change my home page
back to original setting prior to service pack 2. That
choice is greyed out on the security settings. How can I
get into the administrator functions on my personal home
computer? thanks
