internet explorer won't open

I've had this porblem for the last few weeks; when I click on the IE icon,
nothing happens. I tried removing IE, and reinstalling it, but the message I
get is "cannot remove , internet explorer is being used by another person or
program" how can I fix this??

Go to control panel->internet options, Delete cookies,Delete files, go to
settings, click on view objects, and delete all the items in the window.
Then click on the advanced tab on the internet options window and disable
third party browser extensions.

Then try to open IE again.
Try to browse using the MY computer window
