Internet Explorer - Takes 5 minutes to load, Then Works Fine

I am having the following problem with Internet Explorer 6
(problem first appeared upon upgrading to XP SP2):
Whenever I start iexplore.exe, an hour glass appears for
about 5 seconds and then there is a 5 minute delay for
Internet Explorer to load. Once loaded, IE appears to work
find *unless* I try to start another instance of IE. In
that case the same delay problem occurs.

Does anyone know how to fix this?
 
Go to C: drive > Documents & Settings > "Your username" > Local Settings and
delete contents of the "Temporary Internet Files", Temp folder and Cookies
folder.
