Does anyone know how to configure Vista such that, for each new or existing
user that logs on to the PC, their Proxy setting is automatically set?

If you know the proxy address, you can use the group policy editor to
specify a global proxy for all users.

Go to User Configuration > Windows Settings > Internet Explorer Maintenance
Connection. > Proxy Settings.

Thanks, Dave.

Now I need a way to script the local group policy setting, or run a simple
command.

PS. These computers are not yet a member of any AD Domain.

Well, if they're not domain members, how are you going to script it? Why
don't you just go to each computer and set up the proxy in the group policy
editor, as I suggested? You can do that in much less time than you can
write, test and debug your script . . . You're looking at 15 seconds per
PC.
