Internet Explorer problem in Vista

I am starting to get an error when in eBay and when using Internet Explorer
7. I am told that my computer is rejecting cookies. I have cookies enabled
to accept 1st and 3rd party cookies under "Privacy". So, two questions:

1. Is there some other setting I am overlooking to allow cookies?
2. If not, I want to uninstall Explorer (or first try to repair), but I
cannot find anyway to do either in Vista.

Any help would be appreciated.

Certain Security programs add a list of prohibited sites to IE's Zone
tables. When you load the page, you can click the Privacy Report
icon ( Eye w/ red X'd Circle ) and it will show you rejected content.
Opening the details box will allow you to modify the actions for the
sites or cookies that have been blocked.
