Internet Explorer is dead

I can load internet explorer but it wont connect to any web site nor can i
load anything - like internet options - from the menus.

I have updated and applied secuirty patches - and tried to use the reinstall
IE software - but it remains unusable.

PLEASE - does anyone have any ideas for me besides reinstalling Windows??

You may be infected by malware.
