internet explorer homepage

Every time I restart my computer it resets the homepage to
some weird site that even when i put it in restricked
sites it still goes to it. also in restricked sites it
won't let me get rid of *00000 and im the administrator!
will u help me?

it probably spyware, download Lavasoft Ad-Ware, run it,
and that will probably sort it
