Internet explorer error 403 forbidden

Hey there Ive been trying to find out whats wrong with my
internet explorer for about 2 weeks now. I cant go to any
web sites without an error saying error 403 Forbidden. Im
running windows XP. I have Mozilla too but I only use it
for web sites with too many pop ups. Ive cleaned my cookies
and just about everything I can to try and clear it out.
Ive tried reinstalling it, but I already have it installed
so I cant. Ive changed my network settings and even changed
from being connected to a router to straight to a cable
modem. Im using Comcast internet by the way. I have
released and renewed my IP as well, but nothing seems to
help. If you can help me figure out what to do that would
be GREAT. Thank you so much.
