Tools>Internet Options>Colors
How do I make the "colors" option active?
When I click on colors everything is grayed and I cannot change any of the
settings.
 
All the text writing is greyed? When you click in a colored rectangle nothing happens? Check Group Policy if so. Administrative Templates.
 
Then you have Group Policy I believe. Start | Run | mmc | OK | Console | Add\Remove Snapin | Add... | Group Policy | Add | Finish | Close | OK | Local Computer Policy | User Configuration | Administrative Templates | Windows Components | Internet Explorer | Disable changing Color Settings | Not configured.
