Internet Explorer being blocked

Have run all virus checks and no virus. Each time I access
the groupwise email or internet, an error box appears:
stating "microsoft encountered a problem and must close
out now. sorry for the inconvenience." wants to send an
errror message, if you try it closes everything out. no
virus found, even in safemode.
any clue on what it is? Our internet provider says
all is good.
please help.. is it Microsoft or Dell's problem?
