Internet Explorer and Excel 97

The problem :
Regarding my online banking, I like to download each month of
transactions to use in my budget (as a CSV file). Before SP2, when I
clicked on the button to download, the typical window would appear
asking if I wanted to Open or Save the file. Since SP2, the file opens
automatically in Internet Explorer (as an Excel spreadsheet) which
would be fine except it doesn't bother recognizing the commas as field
seperators. Right-click and choose Save-As is not an option. My only
solution so far is uninstalling Excel, downloading the file and
re-installing Excel (NOT a great fix)

The question:
Is there a setting somewhere (in IE, Excel, even the Registry) that
controls spreadsheet hyperlinks being opened as web pages when Excel is
installed? I have looked through all menus items that I could think of,
but found nothing.
