internet explorer 6.0 slow to load in win xp SP2

My mom's computer running win xp sp2 has unusual issue. IE 6 takes a minute
or more to load after clicking the icon. Nothing happens for that minute,
and then it loads. Once running pages load relatively ok. I have scanned
for spyware, deleted cookies, defrag, deleted temp files, run antivirus,
but have not fixed this.

What do you suggest?
