Internet Connection Icon & SVCHOST.EXE CPU Usage

Enabled the Internet Connection Icon on two different XP
Home Version machines. This casues CPU usage for the
process SVCHOST.exe (the one that is about 20k in size) to
start rythmically rising and falling Windows' Task
Manager's Processes view, the Internet Connection Status
display to show Packets sent and received with IE not
running, and all this accompanied by the HDD chugging in
time with packets and CPU usage fluctuations.

Weird.

Problem goes away if icon de-selected, but "chugging" and
packet activity starts if Internet Connection Status is
viewed, even with the icon off.

No problem with the LAN connection icon.

Is this a known problem?
