Internet connection fails on 1 user account

We have 3 user accounts on our personal computer. One user account will not
connect to the internet. The problem started sometime last week. All scans
have been run and still no luck. Any help would be appreciated!

System Restore to before last week can do the Trick, if not tell us more
about this user and your Operating system and is it limited user we are
talking about?.

I've tried to restore several times without success. Operatin on Windows XP
and yes user account is limited.
 
Try this:
Open a run command and type in:
gpedit.msc click [ON]
On the group policy click on under User configuration:
[&] Administrative Templates
See the Internet explorer here what permission is for that user, but you
need to log as Admin to perform this.
Note if you are on XP Home you will not be able to perform the above.

Then are this user able to access other resources okay without failure, if
yes then you an reinstall or rerun the connection wizard for that account
again, if the account cannn't that mean you have a corrupted profile and you
need to create another limited account to that user and copy the data from
the Old corrupted account to the new account/Profile:
How to copy data from a corrupted user profile to a new profile

BTW, did this user use a firewall try to allow the connection in the firewall.
