Internet access for standard user

I have MS Vista and just set up parental controls for my young daughters. I
first created them as a standard user. It seems that everytime i change users
to the standard user account (I do not log off the administrator), no
broadband connectivity is established and the standard user cannot access the
internet. When i try to establish a connection, the wizard appears and
attempts to trouble shoot the connection, but does not succeed. I have tried
to set up the adminstrator to share all the required files, etc. but it
doesn;t seem to be working. How can i get through this issue? If it helps,
everytime i then go back into the adminstrator account, the braodband
connection needs to be reestablished. Very frusterated.

OK - so i read someboday else's post and followed their recommendation and
when logged on as my kid's standard user, i ran the web browser as 'Run as
Administrator' and behold, i can now acces the internet as a standard user.
However, all of the parental controls i set up for the standard user are not
taking place.

So now how do i differentiate the standard user account to limit access to
specific websites from the administrator user?
