internect connection problems

hi there!
i have two computers both running xp ome and sharing cable internet through a router. the problem is that 1 of them can no longer connect to the internet( the laptop)
if i ping laptop from the other computer works fine. the other way round doesnt work, neither can i ping the router from the laptop.
obviously i can not get from the lapotop to the interface of the router.
if i get to router interface via the desktop under the tab DHCP the laptop will not appear wich means that theres no connection between both of them.
the setting in both computer i believe are the same with a small difference. if i run ipconfig /all in laptop it will tell me that the WINS proxy service is not enable whereas it is in desktop. how could i enable it.
i tried manually in network connections setting the router as the wins proxy, i mean adding 192.168.2.1(router) to the list of wins servers with no luck.
do not knwo what else to do since i set all de configuration manually to force the computer to use that with no luck.

any suggestion.
