*internal* HD storage cases and can drives go bad if they are notbeing used?

Hi, I have a small NAS (Dlink DNS 323) and love it. I haven't run out
of space yet (2 750's, not running in RAID) but i want to put a few
backups on these drives and then put them in a safe place and replace
them with 2 of segates 1.5tb drives.

My questions are:

#1) Is there a case/box out there specifically for storing internal
drives? ie extra padding, no static issues, etc? i literally just want
something small that i can store these drives in (a "safe" NAS or
external drive case would be fine too but from what i have seen they
don't seem as safe as something padded might be plus i would think
they would be more expensive)

#2) This might seem like an obvious question (I have no idea) but can
hard drives go bad if they aren't being used? while it is probably
apples n oranges i know that DVDs can go bad just sitting around but i
have no idea about hard drives (I would assume not but better to be
safe than sorry here)

Any thoughts/suggesitons would be greatly appreiciated!

Yes, what the drives ship in are that.

Yes, anything electronic can. Its not very common at all tho.
