When I try to open the domain from my network places, it
says that server is not configured for transaction.
But I can log on to the domain and access website and
emails hosted on the same server which also hosts the
Active Directory. But I still cna't access it through
netbios and ip. I checked all the rights and
permissions through GPO and Domain Controller. Browser
and Netlogn services are running fine.

I would highly appriciate any comments or suggestions.

This is typically caused by missing Administrative Shares on the DC. Run a
"net share" command and look for the IPC$, C$ and ADMIN$ shares. If they
are missing it is usually caused by a virus or trojan. MiRC trojans,
Dameware, FireDaemon. Look for hcmd.exe, CSIFCSVC.EXE, among others.
