Interactive buttons, hover buttons, and Java

Are the interactive buttons in FP2003 the same feature as the hover buttons
were in FP 2002? If so, do the interactive buttons requuire Java to be
installed to be viewed? Can an interactive button be set up to link to a
sound file such as was done on the hover button picture at
http://caot.lacitycollege.edu/112/ ? Thanks in advance.
