Integrating free Hotmail w/ Outlook 2002

I understand that new free Hotmail users will not be able to integrate
Hotmail w/ Outlook 2002, and that old free Hotmail users will be able to use
this feature until April 2005. I am an old user of free Hotmail but am just
now trying to integrate my Hotmail w/ Outlook 2002. Does new users mean
people just signing up for a free Hotmail account or does it mean anyone just
now trying to integrate the 2?
