integrateing XPSP2-RC2 into XP or XPSP1

if i use next commands
xpsp2-rc2.exe -s:X:\bootcd_xpsp1
xpsp2-rc2.exe -s:X:\bootcd_xp
and next writing cd and boot in pc
or writing .iso and boot in vmware

boot fail and machine rebooting
Why?

xp and xpsp1 - booting is OK
 
this trouble have at bootloader trying init i386\setupldr.bin
this file exist and his version and size is new
