In the control Panel there is a icon for program updates,it runs on startup
sometimes and also if you click it.
When the window opens it displays installshield at the top right, then the
problem begins,The rest of the open window is blank, it has control boxes
that, when you click open you get another blank window with a control box.
You now have now idea where you are or what you are doing. ???
Any ideas on how to reinstall or repair this software.

You have to find out to what application this feature belongs to. Then
reinstall this software.
The application may also no longer be on your system what makes the
installer fail. You could siply remove the item from your startup
settings and see if this has any bad side-effects. If no, simply leave
the tool disabled.

Hardly helpful. The OP is referring to the Installshield Update Manager
which is useless because it never works. It is a "service" provided by
Installshield for programs using this installer to issue updates to their
programs.

At one time I had 3 programs listed, but it always says that either I am not
connected to the Internet (I have an ADSL permanent connection) or its
servers are down. If that is the case, they have never been up. I removed the
3 programs from its database, but it is still prompting me to check for
updates for 0 programs.

Oh, and they never reply to support questions about this, either.

Does anyone know how to remove this useless heap of **** from my system?

Plus I would like to get rid of the many, many megabytes of data in
C:\Program Files\Installshield Installation Information but I'm not sure what
I'd break by just deleting this.
