I currently have Windows 98 on my computer however a
required .dll file is missing. I have borrowed Windows 98
setup CDs and the .dll file can not be found.

Can I setup Windows XP (my computer has the requirements
to run it) over this without any problems?

Yes, you should be able to install it, however I would
recommend that you use the windows xp cd boot disks which
can be found here :

http://www.microsoft.com/downloads/details.aspx?
displaylang=en&FamilyID=55820EDB-5039-4955-BCB7-

Then when you install the xp, I would erase any existing
partitions, and create new ones with the NT file system
(NTFS) xp seem to run alot better on that one.

Why are you trying to make the OP's life difficult?! Why not just tell him
to boot from the Windows XP CD?
