Is there a difference between installing software as Administrator or as
a user account that belongs to the Administrators group. Especially in
respect to the "default user" settings and the "all user" settings.

Not if the installation routines for the application have been properly
written by the software manufacturer.

Technically, no - the Administrator and a member of the Administrators group
have the same rights on the system. The only caveat is if the software
you're installing is written um... "poorly".

Some software just checks to see if it's being installed with the
Administrator account, not a member of the administrators group, which is
the wrong way to do things.
