installing program through terminal server

I am installing software logged on as one of the Terminal server users. The
install stops and I get the following error:

"ERROR You do not ahve access to make the required system configuration
modifications. Please rerun this installation from an administrators
account."

does this client need access to the registry or modify the registry when the
software install runs or is it a permissions issue ??

The program probably needs admin access to the Windows
Installer service, as well as admin privileges to write to
the disks and the registry. This is the default behavior.
