Yes, you can install a Japanese DVD writer, but you'll have
to purchase and install an English version of a DVD recording
program, such as Nero.

Most hardware is of oriental Asian extraction anyway.. it is the language of
the software that differs

Hi,

Most of the Japanese DVD writers are made in China, Thailand, Phillippines,
Malaysia and Singapore in OEM.
So, the origin of the writer is not the concern, all you need is to install
the burning-rom in English version, for example, Nero, Rexio, etc.

One thing that no one else mentioned (that I noticed). The drive will
work fine, but you may need to mess around with the DVD Region if you
have DVD's that are not from Japan's region (like if you moved there
from US or Europe). Almost all optical drives are made in Asian
countries or the Pacific Islands, but they are set to the region they
are sold in (usually). You can change the region up to usually 5 or 6
times, and you can always get a hacked firmware that unlocks all regions
if you needed.
