Installing FP2003

I'm about to tear my hair out...I have Windows 2000 and Office 2000 and am
trying to install FP2003. First, it told me to install the Service Pack 1a.
So I did that. Then it told me to download and install Service Pack 3. So I
did that. Now it keeps telling me that I have to install Service Pack 3, even
though my computer and hard drive insist that it is already there. Now what?

Could it be saying that you need to install Service Pack 3 for Windows 2000?
It's one of the requirements for Office 2003:

I think I would install W2K Service Pack 4 and get it fully up to date..

Yes, I'd install all the available updates for your version of Office as well as
windows.
