Installing Directx 9.0c

I cannot install directx 9.0 c. When i enter the instalation, the wizard is
asking me to accept the license agreement and when i click next to install,
instantly the window changes and tells me that directx is installed. But when
I look in the folder where it is most likely installed (C:\Program
Files\Directx) the folder is still empty. Can you tell me the problem please
I really need it installed in order to make a lot of programs to work. I
tried this with several setups downloaded from microsoft and the same thing
happened.

Windows Vista includes DirectX 10. You cannot regress
to DirectX 9 in Windows Vista.

How can I know if I have directx 10 installed? And if I have one, can
programs that appeared at the same time with directx 9 but before directx 10
work?
But if I don't have directx 10 installed, can you please provide me with a
link that downloads it?

AFAIK DX10 which is a superset of DX9 is automatically installed in any
Vista installation.
However, you should be aware that in order to actually run an application
requiring DX10 that your graphics card also needs to support it. Otherwise
only applications such as some Vista components which require DX9 also
require hardware support in your graphics card will run on Vista.

simply open the "run" box in the start menu and type ..dxdiag.....when it
opens it will tell you what is running on your system but if you are running
Vista then you are running DX10
