installing ActiveX using non admin account - everytime

Dear All ,

I met with a strange situation , which requires ActiveX to be insalled
everytime the user accesses a URL
Remember this is unlike other ActiveX -which requires one time installation
Everytime the user accesses the URL -activeX is downloaded and installed

Iam cornered to provide Admin rights to users bcos of this !!!! is there
anyway that we can avert this by installing activeX in a NON ADMIN ACCOUNT
itself

Vista has a ActiveX service , but all my users have XP -can we run activeX
as a service in XP

Kindly help me in this !!!!!!!!

Have you tried checking the security settings for the internet zone in the
internet options.
 
Yes tried - added URL to trusted sites - turned security level - LOW
din't work !
