installing a .dll

i ran a recovery in my hp computer,win.xp.after it finished it said I was
missing hal.dll
I downloaded the dll from my other computer and I don't know how to get it
installed.I put the floppy in and and turned the computer on but the same
message comes up. I have no way of telling it to install. Help
