Installer not installed

Whenever I try to add or remove any program, the error
message comes up saying "Windows installer is not
correctly installed"
How can I fix this.
I am a techno-dope so please explain clearly

I would go to www.microsoft.com and download Windows Installer from their
download area. Just do a search for Windows Installer. Run that program and
see what happens.
