Installed Office 2003: Outlook, Insert Menu-no Signature option

The INSERT menu in Outlook no longer has a Signature option. In previous
version was able to select INSERT select Signature and select from the
signature blocks I had created to add a signature to an email as I chose to
rather then having the program pin one to the end of each email. Is there
some setting to turn this on? Anyone else missing the SIGNATURE on the
INSERT menu?
The HELP screens indicate it is supposed to be there, the on-line help
indicates the same -- see the last line of the HELP below:

When you follow some of the practice steps, these instructions may be
hidden. To keep these instructions in front of you, press ALT+TAB or,
alternatively, you can print this page (in this Help pane, right-click, and
then click Print on the shortcut menu).

Exercise 1: Switch to another signature
On the Tools menu, click Options, and then click the Mail Format tab.
Check your e-mail editor type by looking at the Use Microsoft Word to edit
e-mail messages check box. If the check box is selected, you are using Word
as your e-mail editor.
Above the Signatures button, in the Signature for new messages list, next to
Signature for new messages, select Bobby Moore (Plain).
Click OK.
Create a new message.
Here's how On the File menu, point to New, and then click Mail Message (or
press CTRL+N).

Follow the step appropriate for the type of e-mail editor that you're using:
If you are using Word as your e-mail editor In the message, right-click
the signature, and then choose another signature from the shortcut menu.
If you are using the Outlook editor In the message, select the signature,
and then press DELETE. On the Insert menu, point to Signature, and then
select the signature you want from the list.

If you are using Word as your email editor (aka WordMail), you will not have an Insert | Signature command like the regular Outlook editor. If you want to be able to insert a signature into a WordMail message manually, you can create an AutoText entry for each signature. You can then insert them with the Insert | AutoText command.

Or, create multiple signatures the normal way (Tools | Options | Mail Format) and make one the default. If you want to use a different signature for the current message, right-click the signature that Outlook inserted automatically. From the pop-up menu, select either the name of the signature you want to use or E-mail Signature to create a new one. I personally prefer this technique. This is also the technique you need to use if you want Outlook 2003 to automatically change your signature when you switch accounts on an unsent message.
