Install/uninstalling program

I have installed program incorrectly (Nero), i want leave only the necessary
programs and to remove additional utilities which have been installed
together with the main program. The program have no own uninstaller. So, I
need uninstall it via Control panel > Add or Remove program. Its not clear,
will such a uninstallation, via 'Add or Remove program' clear also registry
settings or not?
Is the program uninstallation then repeated installation harmful operation
for operating system?

Yes, you can uninstall each particular program of Nero from Add/Remove
(since Nero doesn't have it's own uninstaller in the any particular
program's folders). Uninstalling, and reinstalling is not harmful, unless
you doing something that may muck up your system in doing so. I wouldn't
just keep installing, and uninstalling it (them) all the time, but it does
clean up.

To your part about the registry; for the most part, installing then
uninstalling a program will remove it from the registry, but that is part of
the program uninstaller's job. Since you have to use Windows uninstaller
(Add/Remove), it will leave a registry point behind. If you don't want it,
the best way to rid of that, is to do a system restore to a point before you
*ever* installed the program, or to manually remove them yourself, which I
don't recommend doing unless you really know how to do it. I also DO NOT
recommend using any sort of Registry Cleaner.

So, how I can make a system restore *after* I shall uninstall program? (I
did not do a backup first, all windows settings is default).

Also, I find that Nero have some "General Clean Tool" utility. From they
site: "In some cases it can occur that you have to uninstall Nero or Nero
related software (i.e. InCD...).
Please use our CleanTool to do that and afterwards download and install the
latest version of our software you were using."

Not sure is this some trusted thing or not.

Uninstall the programs from Add/Remove, then restore your PC to a time
before you *ever* installed them. Note how I emphasized EVER. If your points
do not go back that far, then you'll have registry references left behind.
But XP is very good about handling leftover references, and does not reuse
them again, unless you reinstall the referring application. So, uninstalling
them will be just fine, to continue on with what you want to do.

Don't know, I have Nero Ultra 6.6.0.6 Edition, with InCD installed also, and
have never had a problem with it (nor the earlier versions). As far as the
Cleaning Tool, you'll have to see if there is a README file, or a FAQ
regarding the usage of that tool. I am sure Nero has documentation on it.
