Are You running XP Pro?

If you are running Pro, you can try and disable the RunOnce reg key. Open
up gpedit.msc (Start>Run>gpedit.msc) and look around for anything pertaining
to the RunOnce reg key. If you can disable it, do it. This SHOULD stop the
wizard from re-appearing.

On XP Home, go into Regedit (Start>Run>regedit) and search for RunOnce.
(Crtl+F). You should see one key there, labeled "Default". Delete any other
keys besides the default key. This should stop the wizard from appearing
next time you reboot.

Backup the registry before doing this, as a precaution.
