Install .NET Framework 1.1 issue.

I try to re-install .NET Framework 1.1 on my desktop computer. But I keep
getting an error message:
Microsoft .NET Framework Setup failed. If this problem continues, contact
Product Support Service.

Does anybody know how to resolve this problem?

By trying remove .net totally, includin VS, MSSQL, Compact and enc.
