Any time I right click on any desktop icon A Windows Installer DialogBox
comes up, with the message Preparing to install. The problem is I do not
know what it wants to install. It only gives you a cancel option. I tried
opening the task manager but it shed no light on what program was trying to
install.

Any ideas?

Try running the windows installer clean up utility:

Problem is I do not know which program is causing the problem.

Is there any way to log which program is calling the Windows Installer?

Are there any programs there you removed or any you don't recognize or
with box characters in the name instead of the name?

I don't know of a tool to do what you want.
