Install Excel Add-in on Win 2000 Terminal Server

I have a Win 2000 Terminal server, Excel 2000 installed on it, and about 30
users on the terminal server. They use an Excel add-in called ASAP Utilities
3.08. They installed this add-in on a per user session. If I install the
..xla file to the following location:

XLStart folder- C:\Windows\Application Data\Microsoft\Excel\XLStart subfolder

on the terminal server itself, will the Excel add-in appear and load
automatically on each user session when they open Excel? Please advise,
thank you.
