Install Error

When FrontPage 2000 is installing I get the following
error: Windows files must be installed for your
installation to proceed. Insert your Service Pack 4 cd now.
I have all of microsoft updates installed. This includes
Service Pack 4.

After I cancel out of the above error, I get the following
error: The windows installer service cannot update one or
more protected windows files.

Any help would be appreciated.
 
What happens if you insert your Windows CD when asked instead of canceling
