Install a "Open as Copy" function for draft messages in email

I develop numerous messages to send customers. Many I create as a draft and
file in the draft folder. When I need to send this message I must open the
message, copy, open new message, paste and then send. If you could create a
function that will allow me to open the message as a copy I would only need
to install email address and send. Is this possible?

either ctrl+c then ctrl+v to create a copy of the draft then open or create
a template. You can store the template in an outlook folder for easy access.
