Inserting video without disturbing the existing timeline

I come from a broadcast background. When inserting video, we would actually be erasing the video previously recorded so there was no issue of lengthening the tail end of the existing video track. The only thing affected was what we replaced. In WMM2, I haven't been able to create an "A and B roll" which allows parallel video tracks from which you can toggle (or cut) back and forth or use any one of the transitions between. How have you been able to create a movie (video segment) then return to cover portions with tight shots and other cutaways?

I do it by copying the video clip to the audio/music track in addition to
placing all the video/still pix clips on the video track.... and then
zooming into the timeline and using the graphical depictions of the audio
tracks to do the syncing with.
