Inserting pictures, pictures cluster when typing

I have been inserting pictures onto pages for a report, which I have done
many times before. They are formatted other than In Line with Text. This
time, when I start to type, on any page, the pictures all cluster to that
page and the other pages disappear. This has never happened before. Any
thoughts? Thanks.
 
Change what character it's locking too altogether or try changing the
absolute position - i.e instead of locking to paragraph, lock to page or
something else. (right click on item, layout, advanced and play with picture
position (deselect allow overlap, lock anchor etc)
 
Thanks, but changing the various settings made no difference. Allowing
overlaps is necessary for graphic layout, and besides, all those options are
needed for flexibility in layout. I have formatted all the pictures in
different ways, but as soon as any charater is typed on a page, the photos
move to that page.
 
Wrapped graphics must be anchored to a paragraph on the page. If you are
inserting page breaks without first inserting new paragraphs, then it may be
that there is no text on a given page for the graphic to be anchored to.

Thanks Susan, but no go.
BTW, I have not had to do this before. I have just inserted a picture,
formatted it to one of the text options (tight, usually) and simply move it
around as needed. I have a series of portfolios and reports done this way
with no problems.

To try, I made a series of pages, wrote a paragraph on each one, then
copy/pasted the pictures in. As soon as I type a character on one of the
earlier pages, all of the following pictures, AND text, move to the page with
the new character on it, and later pages disappear.
 
As happens when you go to the doctor and feel better, I called tech support,
sent the file to them, whereupon niether of us could replicate the problem.
It also ceased on the other files I was trying. It is almost as if the text
had been deleting the page break and for some reason is no longer doing so.
Must be something I said.
