inserting page numbers

After going thru the steps and selecting "Apply to All" it still does not
apply the page number to all the pages. What do I need to do?

I would start by saying what version you use and explain "All the steps"
 
I am using 2007. On the Insert tab, I select Slide Number. The Header and
Footer box pops up. I click the box next to Slide Number. Then I select
Apply to All. However it does not apply to all. Some slides have page
numbers, some do not.
 
Make sure you have a slide number placeholder on all slide layouts. You'll
need to go to View | Master to check that.
