Inserting hyper links

Am having trouble getting the "insert hyper links" function to work althrough
I follow the instructions from the help link.
 
Please provide more information. What version of Outlook and what is
happening when you try to insert a hyperlink

Hi. Francine. I have looked into the properties link to see what version I
have.
It just says "Outlook Express" Modified 12/04/03. I can not get the hyper
link
bar to highlight. The instructions are simple but does not happen.
