Inserting Attachments in the Header

I am haveing a problem with attachments when I send
them. When I pick the file to be attached and insert it,
it is inserted into the body of the text instead of into
the title bar of the message as it used to do. I can not
find a setting to get it to change back. Can any one
help me with this?

tools, options, mail format... set it to plain text or html.
